Simple Pressure Vessels Regulation (2014/29/EU)

FQC STANDARD provides conformity assessment services for simple pressure vessels as notified body 2674, within its current authorised scope.

Purpose and scope

The regulation establishes the essential safety requirements, conditions for placing on the market and market surveillance rules for simple pressure vessels manufactured in series. It covers welded vessels intended to contain air or nitrogen at an internal pressure greater than 0.5 bar and not intended to be fired.

The parts and assemblies contributing to pressure resistance are made of non-alloy quality steel, non-alloy aluminium or non-age-hardening aluminium alloys. The vessel consists of a cylindrical body with outwardly dished and/or flat ends sharing the same axis, or two dished ends sharing the same axis.

Technical limits under Directive 2014/29/EU

  • Maximum working pressure (PS): no more than 30 bar.
  • PS × V: no more than 10,000 bar·litres.
  • Minimum working temperature: not below −50 °C.
  • Maximum working temperature: no more than 300 °C for steel vessels or 100 °C for aluminium or aluminium-alloy vessels.

About the legislative texts: The pressure and temperature limits above are based on Article 1 of EU Directive 2014/29/EU. Article 2 of the Turkish regulation published in the Official Gazette on 3 November 2016 uses different wording for 30 bar and −50 °C. Assessments of scope for the Turkish market must be based on current national legislation and the competent Ministry’s application of it; the two texts should not be treated as identically worded.

Vessels excluded from the scope

  • Vessels specifically designed for nuclear use whose failure may cause a release of radioactivity.
  • Vessels specifically intended for installation in, or the propulsion of, ships and aircraft.
  • Fire extinguishers.

Essential requirements and CE marking

Vessels with a PS × V product greater than 50 bar·litres must meet the essential safety requirements in Annex I of the regulation. The manufacturer prepares the technical documentation, completes the applicable conformity assessment, draws up the EU declaration of conformity and affixes the CE marking.

Vessels with a PS × V value of 50 bar·litres or less are designed and manufactured according to sound engineering practice. They do not bear CE marking under this regulation; the relevant information specified in Annex III must be provided.

Making Available on the Market and Putting into Service

Vessels must be properly installed, maintained and used for their intended purpose. Vessels placed on the market must meet the relevant safety and conformity requirements. The free movement of compliant vessels is provided for within the terms of the regulation.
