WHAT ARE THE OBJECTIVES OF THE 2013/53/EU RECREATIONAL CRAFT AND PERSONAL WATERCRAFT REGULATION?

The fundamental purpose of the 2013/53/EU Recreational Craft and Personal Watercraft Regulation is to lay down the procedures and principles for CE conformity marking in order to ensure that the products listed below meet their design and construction requirements and are placed on the market in conformity with these requirements. Provided that the products listed below meet the applicable essential requirements set out in Annex 1 of the 2013/53/EU Recreational Craft and Personal Watercraft Regulation, and that they are properly maintained and used for their intended purpose, they may be placed in service provided they do not endanger human health and safety, property or the environment.
a) Recreational craft and partly completed recreational craft,
b) Personal watercraft and partly completed personal watercraft,
c) Components, as specified in Annex 2 of the 2013/53/EU Recreational Craft Regulation, placed on the market separately,
ç) Propulsion engines installed or intended to be installed on watercraft,
d) Propulsion engines installed on watercraft that have undergone major modification,
e) Watercraft that have undergone major modification.
The Recreational Craft and Personal Watercraft Directive 2013/53/EU sets safety, environmental, design, construction and emissions requirements for craft with hull lengths from 2.5 to 24 metres intended for sport or recreation. It includes essential requirements for structure, stability, buoyancy and flotation, protection against flooding and arrangements for water drainage, handling, visibility, anchoring and securing, and the installation of engine, gas, electrical and fuel systems.
Compliance with harmonised standards whose references have been published provides a presumption of conformity only for the essential requirements covered by those standards. Standardisation plays an important role in the functioning of the EU Single Market. Standards provide specific technical solutions that can help designers and manufacturers achieve the highest levels of health and safety for their products, taking account of current technical and economic feasibility (the state of the art).
The Recreational Craft and Personal Watercraft Directive 2013/53/EU sets exhaust and noise emission limits to protect health and the environment. Reviews of exhaust emissions, evaporative emissions and design categories assess the technical and economic feasibility of further reductions and limits on fuel-system emissions. They also consider whether the design categories accurately reflect weather conditions and how the classification affects manufacturers and users.
Manufacturers play a crucial role in ensuring that products placed on the enlarged single market of the European Economic Area (EEA) are safe. They are responsible for checking whether their products meet EU safety, health and environmental protection requirements. Carrying out conformity assessment, drawing up the technical file, issuing the EU declaration of conformity and affixing the CE marking to the product are the manufacturer's responsibility. Only then can the product circulate freely on the EEA market.
The CE mark (Conformité Européenne, conformity with European Norms) denotes the marking indicating that the watercraft, components or propulsion engines, to which the manufacturer affixes the 'CE' marking, conform to all the relevant provisions of the 2013/53/EU Recreational Craft and Personal Watercraft Regulation, which provides for the affixing of the 'CE' marking.
WHAT IS THE SCOPE OF CONFORMITY ASSESSMENT UNDER THE 2013/53/EU RECREATIONAL CRAFT AND PERSONAL WATERCRAFT REGULATION?
The 2013/53/EU Recreational Craft and Personal Watercraft Regulation covers recreational craft and partly completed recreational craft, personal watercraft and partly completed personal watercraft,
It covers components, as specified in Annex 2 of the 2013/53/EU Recreational Craft Regulation, placed on the market separately; propulsion engines installed or intended to be installed on watercraft; propulsion engines installed on watercraft that have undergone major modification; and watercraft that have undergone major modification.
In order for the manufacturer or their authorised representative to demonstrate the conformity of the products with the provisions of the 2013/53/EU Recreational Craft and Personal Watercraft Regulation, the following conformity assessment procedures are applied;
DESIGN AND CONSTRUCTION
Design and Construction of Recreational Craft
For the design and construction of recreational craft, any one of the following procedures is applied;
| WATERCRAFT DESIGN CATEGORIES | ||

Personal watercraft and components
Under Article 21 of the Turkish Regulation on Recreational Craft and Personal Watercraft, the available procedures for the design and manufacture of personal watercraft are A, A1, B + (C, D, E or F), G or H; for components, they are B + (C, D, E or F), G or H.
Exhaust emissions
Under Article 22, tests performed using harmonised standards follow B + (C, D, E or F), G or H; tests performed without those standards follow B + C1 or G. Module B alone does not constitute a complete production conformity assessment.
Noise emissions
For recreational craft with inboard engines or stern drive engines without integral exhaust covered by Article 23 (including the conversion cases specified in that article), A1, G or H applies when measurements use harmonised standards; G applies when those standards are not used; and A, G or H applies when the Froude number and power-to-displacement ratio method is used.
For personal watercraft, outboard engines and stern drive engines with integral exhaust intended for installation in recreational craft, A1, G or H applies when measurements use harmonised standards; G applies when those standards are not used.
Note: These options are the general assessment procedures provided by the regulation. The service offered by FQC STANDARD is determined by its current authorised scope for the relevant product and module.
MODULE PCA EQUIVALENT CONFORMITY LINKED TO Post-construction assessment
Private importers apply Module PCA (equivalent conformity linked to post-construction assessment) to the products listed below, before placing them on the market or putting them into service, where the manufacturer has not carried out the conformity assessment of the product in question.
- Recreational craft and partially completed recreational craft,
- Personal watercraft and partially completed personal watercraft,
- Components listed in Annex II of Directive 2013/53/EU on Recreational Craft and placed on the market separately,
- Propulsion engines installed or intended to be installed on watercraft,
- Propulsion engines already installed on watercraft that have undergone major modification,
- Watercraft that have undergone major modification.
A person placing a propulsion engine or watercraft on the market or putting it into service after a major engine modification or craft conversion must apply Module PCA, equivalent conformity based on post-construction assessment, beforehand. The same applies where a craft's intended use is changed so that it moves from outside the scope of Directive 2013/53/EU into that scope.
Provided that they have not been placed on the market for five years from the date of first use, for watercraft built for personal use, a person placing them on the market before the end of the five-year period applies Module PCA (equivalent conformity linked to post-construction assessment) before placing the product on the market.

PRINCIPLES OF CE MARKING
Products That Must Bear the CE Marking
The following products are subject to CE marking when placed on the market or put into service:
- a) Watercraft,
- b) Components,
- c) Propulsion engines.
Rules And Conditions Concerning The Affixing Of The CE Marking
The CE marking must be affixed visibly, legibly and indelibly to the products specified in Article 18(1) of the regulation. Where the size or nature of a component makes this impossible, the required information is provided on the packaging or in an accompanying document. When affixed to a watercraft, the CE marking is placed on the builder’s plate, separately from the watercraft identification number. For a propulsion engine, the CE marking is affixed to the engine.
The CE marking is affixed before the product is placed on the market or put into service. Following the CE marking and the watercraft craft identification number specified in the Recreational Craft and Personal Watercraft Directive 2013/53/EU, any mark or indication indicating a special risk or use may be affixed.
Following the CE marking, the identification number of the notified body involved in the production control phase or in the post-construction assessment is affixed. The identification number of the notified body is affixed by the body itself, or under its instructions, by the manufacturer or the authorised representative.
